Hello and welcome to the final issue of OGC Update for 2018. I hope that you’ve finished all the stressful activities for the year (Christmas dinner excluded, of course) and are now relaxing with family, friends, or just enjoying some down-time. Our next Technical Committee meeting (our 110th!) will be held in Singapore from 25 February to March 1. Have you registered to attend, yet? If not, head to ogcmeet.org for all the details.

2018 was another productive year for OGC, as well as a year of adaptation to a rapidly changing global location information and technology marketplace. I am writing to share with you a few of our major accomplishments in 2018.

Braving heavy snowfall, and overcoming subsequent flight delays, more than 140 key standards leaders from industry, academia, and government attended last week’s Technical Committee (TC) Meeting in Charlotte, North Carolina, USA. The meeting was hosted by the Electric Power Research Institute (EPRI). This TC Meeting also featured an Energy Summit, a special IndoorGML-hosted open session, a wrap-up of the Environmental Linked Features Interoperability Experiment (ELFIE), and much more.

OGC e-Learning: A New Program for Learning and Examinations for Individuals
With geospatial technologies becoming increasingly mainstream, there has been a growing need for OGC to provide a way for individuals to prove their expertise in the application of OGC standards. As such, OGC staff have been developing the infrastructure required to deliver an OGC e-Learning program that includes certification of successful completion of examinations that focus on OGC standards. Enrolment is available at opengeospatial.org/learning.

GeoPackage Routing: Executing Advanced Analysis Offline
GeoPackage is often seen as a container that stores geospatial information, but at its core, GeoPackage is simply a SQLite database. This opens up a realm of possibilities to interact with and exploit its contents. We can incorporate advanced analysis into our data, or augment with other data types like basemaps, elevation, and other forms of media, all within the same package. Usefully, GeoPackage can even accomplish offline Network Routing. David Wilson explains how.

Open City Model aims to provide open cityGML data for all buildings in the US
Open City Model is an initiative to provide open cityGML data for all the buildings in the United States. By using other open datasets, such as USBuildingFootprints in conjunction with their own code and algorithms, it is their goal to provide 3D geometries for US building inventory. The project is currently in a beta release comprised of data for approximately 11 million buildings in the state of California. The full release for the US will contain 125 million buildings.

S-121: A New Standard for Maritime Limits and Boundaries
The fundamental importance of maritime zones and other marine areas is underscored in the United Nations (UN) Sustainable Development Goal 14, which aims to conserve and sustainably use oceans, seas and marine resources. Maritime Limits and Boundaries (MLB) circumscribe and define these maritime and marine spaces, and incorporate the applicable Rights, Responsibilities and Restrictions (RRR). S-121, the widely anticipated marine data standard, provides a new open access method for providing and exchanging digital representations of MLBs.

A Strange Map Projection (Euler Spiral)
On the ever-interesting (for me at least) Numberphile channel on YouTube, Hannah Fry takes viewers through a few different map projections, but finishes by creating a physical map using a rather unusual one - the Euler Spiral - which overcomes any distortions in area… but isn’t terribly helpful for navigation.

Disasters Pilot: The Call for Sponsors has been issued! Expect the Call for Participation mid February 2019. H2020 CYBELE: Kick-off meeting Jan 28-30, 2019 in Barcelona.
H2020 DataBio: Two conference sessions are planned: at Living Planet Symposium (May 2019) and at Big Data for Space (Feb 2019).
H2020 NextGEOSS: A number of Pilots are coming soon: Marine, Agriculture, Disaster, AIP-10, among others.
Indoor Mapping and Navigation Pilot: The Indoor Mapping and Navigation Pilot Kickoff Workshop was held October 16-17 at NIST in Gaithersburg, MD, USA. While the deadline for responses to the Call for Participation (CFP) has passed, offers of in-kind contributions will still be considered. OGC member representatives wishing to become Pilot Observers may join the Portal Project by clicking through to the Indoor Pilot Observer Agreement.
Maritime Limits and Boundaries Pilot: GeoScience Australia, Natural Resources Canada, and Fisheries and Oceans Canada (DFO)’s Canadian Hydrographic Service (CHS) have confirmed sponsorship of the pilot. Expect a Call for Participation in January 2019.
Mixed Reality to the Edge Concept Development Study: The Request For Information will be released in January 2019 to gather information on the current state of the geospatial infrastructure(s) for automated 3D related activities with the goal of reducing human intervention (i.e. mouse clicks). A workshop will take place in Tampa in April 2019.
Smart City Interoperability Reference Architecture (SCIRA): Currently seeking feedback on the NGFR Handbook design guidance for SmartHub First Responder tech. The Call for Participation in the Pilot across 2-3 host cities is coming in January 2019. The Pilot kickoff is on schedule for March 2019.
Testbed 15: The initiative has entered the requirements development phase, where initiative architect Ingo Simonis is working with sponsors to develop requirements and identify possible opportunities for synergy and collaboration. This phase also aligns sponsor requirements with technology trends and the OGC baseline.
Vector Tiles Pilot: Based on the successful work, the initiative has been extended to phases 2 and 3. The pilot is expected to be completed by the end of February 2019.

OGC Announces its 110th Technical and Planning Committee Meeting, to be held in Singapore
The next OGC TC/PC Meeting will have the themes of ‘Marine’ and ‘The Built Environment’ and marks the first time that the Committees have met in Singapore.

OGC invites you to its CDB Vector Data in GeoPackage Interoperability Experiment
Participants in this IE will have the opportunity to explore one or more design alternatives using Geopackage to encode vector data in their own CDB implementations.
