Travel in the European Union is slowly opening up to certain countries. The European Union and countries such as the United Kingdom, China and Japan as well as private groups are developing digital Covid-19 vaccine passports or certificates. Technical, legal and ethical concerns arise from such passports. Let’s explore vaccine certificates and digital vaccine passports.

Digital vaccine passport for travel
To prepare for potential travel abroad, I read up on country requirements and often come across digital vaccine passports dubbed Covid-19 passports as proof of vaccination. Check out how other countries are doing it.
National Task Force Against Covid-19 spokesperson Restituto Padilla in an interview with CNN Philippines mentioned that a Department of Information and Communications Technology (DICT) certification and/or vaccination card is enough to prove one is fully vaccinated. A few weeks ago, DICT Undersecretary Emmanuel Rey Caintic, in a virtual town hall meeting organized by the Department of Health (DoH), said the Philippine government would issue Covid-19 vaccine passports for Filipinos for international sea and air travel.

Key to the digital certificate is a QR code - a machine-readable graphic code made up of black and white squares - that contains personal data and the EU’s Commission says it will be safe and secure. It is working with the World Health Organization to ensure the certificate is recognised beyond Europe.

The EU has already recognized potential consumer abuses in its implementation of the 
Digital Green Certificate, which will be fully operative by July. But the EU passport has a firm basis in the General Data Protection Regulation (GDPR) laws to increase public confidence in its use. Similarly, Israel initiated the “Green Pass” system in February, which enables vaccinated people to download “
a health ministry app linked to their medical files” or present a vaccination certificate to gain access to gyms, hotels, theaters, indoor dining, and other venues that are reserved exclusively for the vaccinated. Denmark, the  U.K.,  ChinaSingapore, Malaysia, and India have also developed vaccine passports.

Why are people opposed?
One of the issues is with terminology. A passport is issued by a government and certifies personal data including a person’s legal name and date of birth. Many people fear that if they are required to have one related to the coronavirus, they will be handing over personal and sensitive health data to private companies that could be stolen or used for other purposes.

Safeguarding privacy is one of the core issues surrounding the use of a digital health certificate in the United States. Digital vaccine passports may contain sensitive medical information in a centralized database, so individuals’ vaccination data may be vulnerable to data breaches, government surveillance, or corporate misuse depending on what privacy and security measures are in place and what entities have access to the data.

A digital vaccine passport that uses cryptographic signatures would allow local regulators to issue digital certificates to vaccination centres, hospitals and testing labs, explained professor Papadopoulos. Each certificate would have a corresponding secret cryptographic key that can be used to sign digital records produced by these authorised health institutions.
