To an organisation that provides software development services and believes in the advantages of agile and modern approaches (lean startup, lean ux, Marty Cagan…) fixed-price tenders are an impossible situation. They make it impossible to utilizes any of the improvements in the field since about 1980, in exchange for a promise of reduced risk, that everyone in the industry knows won’t be fulfilled.
The fixed-price, fixed-effort approach described below is an attempt to meet half-way - to deliver the risk reduction and also leave the delivery process free to produce the best solution possible.
