As national governments across the world take increasingly narrower stands, a new phenomenon is occurring that counteracts this short-sightedness.  Sub-national governments are becoming more and more pro-active on the environment, in many cases taking actions that undo those of their own national governments.  Only time will tell whether this is a short-term phenomenon, or the start of a new global order, where sub-national governments have a wider perspective and lead the way of a new environmental oriented world economic order.  We can hope!
