We have just entered the second round of matches of the group stages and already major broadcasters are announcing streaming records.
A key source of statistics had been Conviva the video analytics market leader (we are one of their clients) that have announced a global 7.7M on various media. 
Find below as a curiosity, the 2014 and 2010  Conviva articles on World Cup streaming records, respectively 1.5M and 3.2M.
“Conviva has already seen a peak of 7.7 million peak concurrent viewers for 2018’s World Cup. For reference, Conviva’s previous live event peak occurred during this year’s Super Bowl with 5.5 million peak concurrent viewers.”
England’s victory over Tunisia saw three million requests to stream the match online on BBC iPlayer and BBC Sport - the highest ever live viewing for any BBC programme online.
Meanwhile in Australia Optus has been under pressure from consumers not being able to watch the games and have decided to let SBS stream the games in their place.
